Any old text only editor will do the trick. Use notepad (do not use word or wordpad as they are not text only editors). Create a file and save it as htaccess.txt. After you have uploaded it to the directory you wish to use it in, rename it to .htaccess. Et viola, you have created an .htaccess. You can now populate it, as you require.
